Vitae: Dr. George Carlo Project synopsis:The non-profit Science and Public Policy Institute seek funds to continue the operations of the Mobile Telephone Health Concerns Registry and the public information website attached to the registry. (Website address: www.health-concerns.org). The project was initiated in January 2001 with $250,000 received by the project director, Dr. George Carlo, through an Illinois court settlement that was part of ongoing cell phone health effects litigation. The purpose of this registry is to provide consumers, government and industry critically important information that can be used to understand more fully the health risks that may be associated with wireless technology so that the technology can be delivered safely to the public. The registry is the only scientific tracking system in existence in the world that is monitoring the health of consumers who use wireless technology, including cellular telephones. In short, professionals working on this registry are the only scientists actively looking for health problems among cell phone users. The informational website is one of the only independent sources of scientific and medical information for consumers who are concerned about the health risks that may be associated with emerging and expanding wireless technology products and services. The registry and website have been established and are operational. The intent is to run the program for three more years and then turn to program over to federal government authorities preferably the Centers for Disease Control. Discussions to facilitate this transfer have begun with federal legislators. Why this work is needed:In 1993, Dr. George Carlo and his team of scientists were asked by the wireless telephone industry and a consortium of U.S. government regulatory agencies to put into place a surveillance and research program addressing concerns about the safety of radio frequency radiation emitted by cellular telephone antennas. (Dr. Carlo’s curriculum vita is attached). The project was funded through 1999 with $28 million provided primarily by corporations in the wireless technology industry. Although the project was funded by the wireless industry, it was set up independently pursuant to a recommendation from the U.S. Congress’ General Accounting Office. All work done under the project was peer reviewed, monitored by a U.S. government Interagency Working Group, and made public either through publication in the scientific literature or through release to the popular media. Three books have been published detailing the work, all co-authored or edited by Dr. Carlo. In the spring of 1999, surprising findings emerged from the industry sponsored program. Included in these unanticipated findings were the following:
Special concern for children followed from the research. Studies showed that radiation penetrated deeper into the heads of teenagers and children resulting in more exposure to potentially harmful radio waves than adults, the type of genetic damage that was found micronuclei in human blood is more likely to occur in growing tissue undergoing mitosis, such as growing brain tissue in children, the wireless industry had targeted children as a growth market and were succeeding in increasing cell phone usage among children and teenagers. Cellular phones had not been tested for safety prior to their entry into commerce in the middle 1980’s, however, if the findings of genetic damage and increased risk of tumors uncovered by the industry sponsored program had been known prior, it is unlikely that cell phones would have been allowed into commerce without safety precautions. Dr. George Carlo, and the scientists who worked with him, alerted the wireless industry to the potential health threat these findings seemed to portend. Following good public health principles regarding intervention where a potential safety problem exists for a very large population at risk (by 1999 there were more than 80 million cellular phone users in the U.S. alone), the scientists recommended that information about these findings be made available to the public, and that a system of tracking health concerns among cell phone users be put in place as a means of post-market surveillance. In addition, because the problem seems to be with the near field radiation plume (within about six inches of the antenna), it was prudent to recommend that consumers use headsets or other hands-free devices that allow the antenna to be kept more than six inches away from the body during use. The wireless industry refused to take these steps. Dr. George Carlo and his team of scientists made their findings public in the summer of 1999 against the wishes of the wireless industry sponsors. Funds for the program were stopped and the program was prematurely ended. Since that time, the wireless industry has used public relations professionals to dampen the impact of the research findings that they themselves supported, and has sought out other scientists to give contrary opinions about risk in public forums. The industry has also used political clout to compromise federal regulatory efforts and to stop legislative efforts to provide information to consumers or to institute safety regulations. (Currently, cellular phones are not regulated in the U.S for safety). The result is a confused public who could be at considerable risk. During the summer of 2001, the opportunity was presented for Dr. George Carlo to move forward with the recommendations that had previously been made by him and other scientists to the wireless industry to establish a post-market surveillance registry and an information resource for consumers. Initial funds to set up the program were provided through a class action settlement in Illinois court. The registry and the consumer information website have been operational since March of 2002. Response thus far has been far above expectations, and it is becoming increasingly clear that the registry and website are filling important voids for consumers who have health concerns and are providing an avenue to uncover potential health risks that were previously unknown. Other science supporting the need for this work:Since the findings of Dr. George Carlo and the industry supported program were made public in 1999, corroborative epidemiological studies have emerged from other scientists in Europe and Asia. Studies from Sweden show an increase in the risk of brain cancer among cell phone users, a study conducted in Germany revealed a tripling in the risk of melanoma of the eye among cell phone users, a study conducted in Finland showed a statistically significant increase in the risk of brain tumors among analog cellular phone users. All together, there have now been ten epidemiological studies of cell phone users, and 8 of the 10 show evidence of increased risk of tumors. Laboratory studies from Sweden and Finland have indicated that radio waves compromise the protective blood brain barrier, thus leaving sensitive brain tissue vulnerable to toxic chemicals circulating in the blood. Leakage in the blood brain barrier is one mechanism that could explain the increased tumor risk that seems to be emerging in the epidemiological studies. These and other relevant scientific studies are cited in the attached bibliography. Public policy questions supporting the need for this particular work:It is unlikely that the scientific questions about the true risk of wireless technology will be resolved over the next decade. Other major public health threats like cigarette smoking and asbestos required decades of research to obtain answers, and years more of litigation and political wrangling before consumers were finally compensated and protected. It is likely that the question of cell phone health risk will be with us for a long time as well. But, in neither the cigarette nor the asbestos case were so many consumers so unwittingly exposed. Today in the U.S there are more than 130 million cell phone users. Worldwide the number is over 1 billion. Even if the science ultimately shows a relatively small health risk associated with mobile phone use that impacts only a small percentage of the total, it will still impact millions of people. From a public health perspective, compromising consumers health is unnecessary, since a very simple intervention use of the headset or hands-free accessory provides an adequate short term solution.But, consumers need to be made aware of the risks and the need for the interventions. The registry and website are very important in providing this information to consumers. Further, virtually all potentially dangerous consumer products are subject to government regulated post-market surveillance for adverse health effects. Currently, the wireless industry is exempt from this type of oversight the Food and Drug Administration, who would be responsible for cell phone safety regulation, has taken no step. Consumers are left to protect themselves. The registry and website are the only post-market surveillance activities underway in the world covering mobile phone health risks from a consumer protection standpoint. It is noteworthy that other countries have taken policy steps to protect consumers. In England, a parliamentary commission recommended warnings against children using cell phones and a general notice to consumers about health risks from mobile telephones. Similar steps were taken in Germany, France, and Israel. The head of the World Health Organization recently recommended that people use headsets to keep the radiation away from the body while using a cellular phone. This recommendation from the WHO is ridiculous, a mobile phone can still be a hazard at least 90 meters ! The old adage, “knowledge is power” has relevance here. Without the knowledge that is being gained through the registry and website, we will be powerless to provide maximum protection to consumers, our children and grandchildren while the health risk question is being figured out scientifically. Why the wireless industry is not doing this work: The wireless industry was simply not prepared for the situation where wireless technology would carry a health risk. As a whole, the industry was either convinced that the technology was absolutely safe or deluded into believing that the problem could be dealt with politically. Unfortunately, the legal system has taken note and more than nine personal injury lawsuits have been filed in six states against the wireless industry for compensation. The litigation threat has caused large insurance carriers to exclude coverage for wireless phone related health risks. In effect, the wireless industry is now self-insured where health related product liability is concerned. The liability exposure is enormous for the industry overall. All efforts by the industry now are focused on containing the liability threat. Against the backdrop of legal liability, the wireless industry is now handcuffed and is not free to do the types of consumer friendly interventions that are contemplated here. For example, if the wireless industry recommends the use of handsets for safety, such a recommendation will play out in the court room as an admission of guilt “the phones are dangerous and you did not previously notify consumers”. The same holds true for general consumer information about risks. The wireless industry is now locked into a course that puts liability avoidance as a top priority. This was not always the path taken by the wireless industry. The $28 million in support for scientific research through the 1990’s was indicative of a different level of corporate responsibility. Many companies applied for patents covering engineering changes that would have made phones emit less radiation. Before the threat of litigation and consequent liability were paramount, the wireless industry tried to do the right thing. Because of current circumstances regarding liability, consumers can no longer rely on such corporate responsibility. Thus, the registry and website fill a void that can not be filled objectively by the wireless industry. Why the government is not doing this work: When the problem of cellular phone health risks first surfaced in the early 1990’s the wireless industry and the regulatory authorities agreed that the research to be done would be funded by the wireless industry itself, with government oversight. When that program was prematurely stopped in 1999, no other research had been contemplated. No government funds had been made available because it was anticipated that none would be needed since the industry had agreed to provide support. Some members of the U.S. Congress have taken notice specifically Senators Patrick Leahy (D-VT), James Jeffords (I-VT) and Joseph Lieberman (D-CT) and it is possible that legislation that would supply funds to carry on this type of work would be introduced to facilitate the transfer of the registry and website to the government. This request has been made by SPPI to congressional staff; there is a high level of interest, but any legislative actions would be contingent upon seeing the results of two more years of the registry’s operation. In terms of regulatory authorities, neither the FCC nor the EPA have taken steps to either continue the research efforts or to provide consumers with information other than that provided to the agencies by the wireless industry. Unfortunately, the political power of the wireless industry has crippled the regulatory system. Consumers have no independent source of information other than the MTHCR and the website described here. Progress made so far:The registry and website were launched in mid-April, 2002 and have been operational since that time. The original budget allowed for purchase of all hardware and software necessary to establish the registry, support personnel, professional personnel, web hosting, office space and furniture, and public relations to launch the program. In addition, the scientific library that had been developed over the seven year industry sponsored program was updated and made functional. The public relations launch consisted of a one half day satellite news conference to facilitate live television interviews of Dr. George Carlo in 15 cities. About 900.000 people were reached that day. There were also a number of follow-up interviews about the registry and its purpose. Over the past four months, the website has received more than 400.000 visitors from all fifty states, Europe and Asia. Nearly 400 people have registered health complaints ranging from brain and eye cancer to headaches, dizziness and memory loss. With minimal publicity and with the difficulty attendant to reaching the website the site www.health-concerns.org is not easily reached we are encouraged by the launch. These numbers are far beyond expectations and suggest that the visitors were motivated to find the site for whatever reason. We have received and answered several hundred e-mails from consumers with questions. Most recently, we received an e-mail from a father whose teenage daughter, a heavy cell phone user, was recently diagnosed with brain cancer. He indicated that two other young girls in the same school district were also recently diagnosed. We are now investigating this as a potential cluster.nSimilar suggestions of clusters among teenagers have also emerged from Europe. We believe the response we have received thus far indicates that the registry and informational website are filling an important void for consumers. In conjunction with the public health and public policy needs served by the project, we believe we have rationale to take the registry and informational website to a wider audience. Next steps: Now that the registry and website are operational, the next steps involve:
Mobile Phone Health Watch: Our 20-Year Study proves there is a link between mobiles phones and cancer risk of deadly tumours. Significantly higher among soldiers exposed to microwaves radiation, say scientist ! A 20 year study of servicemen (in Poland) has established the strongest link yet between mobile phones and cancer. Research by Polish scientists shows a high cancer death rate among soldiers exposed to microwave radiation the same as that emitted by the phones. Although mobile phones have previously been linked by studies to a number of illnesses including cancer, the majority of the research has involved exposing rats or mice not humans. This is believed to be the first significant study which shows a link between humans, microwave radiation and cancer. The team checked the medical records of servicemen who were exposed to the radiation between 1970 and 1990. It then compared their medical histories and death rates to a group of soldiers who were not. Researchers found those exposed largely through using military equipment were more likely to get some cancers. They were also more likely to develop a whole range of cancers 10 years earlier than those who had not been. There were higher death rates from cancers of the skin, brain, blood, digestive system, blood and lymphatic system among the exposed group. Details of the study follow earlier research linking mobile phones and masts to memory loss, high blood pressure, heart disease, dizziness and headaches. More than 24 million people in Britain now own mobiles many of them children below the age of 16. By the end of 2003 that figure is expected to rise to 50 million. Exact statistics for the increased risk found in the Polish research will not be available until the scientists have completed their study in 2005. Hundreds of thousands of servicemen's records were analysed. Of those, around three per cent had been exposed to microwave radiation. The study is being conducted at the Military Institute of Hygiene and Epidemiology in Warsaw and led by Professor Stanislaw Szmigielski. It follows initial research published in 1988 which found "a significantly higher rate of particular types of cancers in personnel exposed occupationally to radiofrequency and microwaves". Further research due to be published shortly but seen last week by the Sunday Mirror showed a similar trend. The Polish paper concludes: "To our knowledge, the data for the first time presents a hint that there exists a relation between cancer risk and exposure in microwave radiation fields". It urges that more research is carried out to confirm the higher death rates. The majority of those involved in the study had been exposed to between 1 Watt/m² = 19.416 Volts/m and 6 Watts/m² = 47.560 Volts/m of microwave radiation. The European limit for mobile phone radiation is at present set at 4.5 Watts/m². A spokesman for "Powerwatch" which monitors the mobile phone industry said the majority of mobiles gave off between 2 Watts/m² = 27.459 Volts/m and 4 Watts/m² = 38.833 Volts/m. Other studies being partly funded by the European Union into mobiles and cancer are under way. But the results are not expected to be available until two or three years time. Dr. Michael Clark, spokesman for the National Radiological Protection Board (NRPB), said: "When this research is published we will be taking note". "We have been calling for this kind of research to be undertaken for some time". The NRPB maintains that mobile phone radiation levels are within safety limits. Les Wilson, of London-based Microshield Industries, which manufactures radiation shields for mobile phones, said: "This is yet another piece of research linking mobile use with cancer". "It's irresponsible for users to continue gambling with their health when they don't have to". The Sunday Mirror has led the way in warning of the dangers of mobile phones. In March last year we revealed for the first time how they heat the brain while users make and receive calls. The following month we revealed the phones scramble the brain and play havoc with the nervous system. And we reported they could cause high blood pressure which leads to strokes. Then last October we told of American research which showed that mobiles damage long-term memory. Following our reports the House of Commons Science and Technology Committee supported our calls for more cash to be spent on research. Mobiles arrived in Britain in January, 1985. The first models weighed 10 times more than the sets currently on sale. A total of more than 800 million people now use the phones world-wide and the number being bought globally outstrips the sales of cars and PC’s combined. There were just three million British mobile owners in 1994 that figure has rocketed to 24 million and is rising fast. The UK has the fifth highest number of mobiles, after the USA, Japan, China and Italy. There are over a billion combinations of network tariff and handsets in the UK. At the current rate of growth, one in two school pupils will have a mobile by the end of 2003. A todo esto si fuesen poco los hechos evocados, aquí en el Hospital Edith Cavel de Uccle, fui a conducir unas señoras al hospital a ver su nuera que había dado a luz, en el 3er piso, al cabo de unos minutos digo a una de las señoras que me encuentro mal que estoy agredido por las micro-ondas, me dice que baje para abajo que luego vienen ellas, en el pasillo había una micro-célula para los teléfonos inalámbricos de uso hospitalario, a los 15 metros otra micro-célula estaba plazada en otro pasillo, esto en el piso de la maternidad, la última vez que he medido estas micro-células en el Hospital St-Etiene irradiaban 1.2 Voltios/m, ya se pueden dar idea de la probabilidad que tienen esos niños en el futuro cuando del momento de su nacimiento ya están irradiados por las micro-ondas ! © Copyright.
